    Responsibilities

    Reporting to the Supervisor, Operations & Maintenance Recruitment, this position manages external recruitment for unionized Operations & Maintenance (O&M) positions. This is a long-term, contract position.

    The Operations & Maintenance Recruiter carries significant responsibility for filling a high volume of critical positions in a fast-paced environment. The incumbent of this position will work closely with supervisors and employees across the agency and will have a direct impact on facility operations by staffing critical positions using external methods of recruitment .

    This position is the lead on exteranl hiring for all O&M titles and will hire 400+ employees each year. As an example, this position fills titles including but not limited to: Electricians, Tunnel & Bridge Agents, General Maintainers, Airport Operations Agents, HVAC Mechanics among others.

    On a day-to-day basis, responsibilities will include but are not limited to the following:

    Manage the candidate search process by implementing external sourcing strategies and assessing candidates.

    Apply leading-edge recruitment principles to develop strong candidate relationships and deliver high-quality talent to the client.

    Utilize full range of recruiting methods including Internet and online database searches, executive and contingency search firms, industry/trade/professional associations, and attending job fairs and conferences.

    Perform employment verifications and facilitate on -boarding of new hires.

    Partners with Business Managers and Operations & Maintenance Supervisors across all line departments to fill vacant positions as quickly as possible.

    Collaborates with Union Leaders, Labor Relations and other units within HR to address recruitment questions and resolve issues.

    Addresses a high volume of calls from candidates and internal entities regarding recruitment status.

    Utlizes ATS to track candidate activity and partners with Assessment Services and Talent Acquisition to plan for testing.

    Manages a high volume of detailed transactions in PeopleSoft, works with HR Transactions Unit and Business Managers to ensure transactions are accurate.

    Attends recruitment events and conducts interviews.

    Leads process improvements and projects to advance the work of the Talent Acquisition Division on an as needed basis.

    Qualifications

    Candidates must present the following qualifications to be considered eligible for this position:

    Bachelor’s degree in Human Resources or related field. Degree may be substituted for a minimum of 5 years experience working in unionized, customer-service and/or high-volume/demand environments

    A minimum of one year recruiting experience

    Desired

    Ideal candidates will present the following profile:

    Familiarity recruiting for unionized titles or high-volume entry-level recruitment is preferred

    Staffing experience in a corporate environment is preferred

    Demonstrated experience sourcing candidates for hard to fill positions

    Familiarity with hiring procedures as well as current staffing industry issues and trends

    Demonstrated experience developing and executing sourcing strategies

    Excellent organizational skills with a demonstrated ability to manage high-volume of work without compromising quality or attention to detail.

    Superior interpersonal skills and relationship management skills; able to remain calm and fair in difficult conversations.

    Ability to pay strict attention to detail while managing multiple tasks simultaneously.

    Ability to analyze and understand multiple agency and HR policies, practices as well as contractual obligations and performance work in accordance to the above with consistency and accuracy.

    Proven ability to make connections and think of creative solutions to problems or issues in recruitment.

    Ability to remain organized and maintain systems for monitoring work and sharing information with candidates, employees, line department managers and partners within HR (testing, HRBPs, etc.). Ability to report on outcomes of recruitment efforts on a regular basis.

    Willingness to travel within and outside the Port District to conduct interviews and support with Career Fairs or other recruitment efforts.

    Proficiency with PeopleSoft and Microsoft Office Suite.
